placement.” This is the guiding principle from Assembly Bill
490 passed in 2004. But who is
everyone?
For a child who may change placements much more often than he
changes school grades, this is a complicated principle.
Professionals come in and out of his life and it is often
difficult to hold the educational baton while also passing it on
to the next provider.
